Eligibility and Ineligibly
If you receive a notification stating you are eligible for a position this means your name is put on a list and given to the hiring department for consideration. It is up to the hiring department to contact applicants directly. This list is valid for one year and up to two based on the needs of the hiring department.
If you receive notification stating you are ineligible for a position and feel as if you have all the minimum requirements then you may appeal this determination. To appeal, you may submit an email addressed to the Director of Human Resources stating the reason for said appeal. Eligibility Appeals should be submitted as quickly as the applicant receives notification of their ineligible determination, but not later than 2 weeks after the date of notification. You may contact the Employment Office at 305-416-2170 for any questions on how to submit an email of appeal.
If eligible and selected to interview you will be contacted by the hiring department directly to schedule that interview.
If selected by the hiring department to interview, you will take part in a structured interview with our Testing and Validation division. The interviews are conducted by a monitor and three (3) raters or a panel who rate your responses based on a grading scale. This process may also include testing such as transcription, typing, computer skills and more.
Once the interview is complete, the team rates each candidate. The results are established, and each interview candidate is placed on a results list for the specific department with the job opening to select from. From there, the department can select a candidate(s) to offer the position to.

Candidates can remain on the eligibility list for up to two years, per the needs of the hiring department.

Before beginning any City job, everyone must go through a pre-employment process which includes a background check, medical screening, and a drug test. The department that is hiring will contact you about this.

ON-SITE MEDICAL PROGRAMS:
The City of Miami offers several onsite wellness events to promote healthy living. These events are free to employees and eligible dependents, and take place at the MRC and other city locations. These include:
- On-site free employee medical clinic open Monday-Friday.
- Mammogram checkups
- Health fairs (consultations with chiropractors, optometrists, physical therapists, farmers markets and more).
- Dental exams
- Vision exams
- Health clinic with an onsite nurse
- Onsite Cigna Representative
- Wellness challenges with rewards
The City has excellent mental health coverage. Coverage includes office visits, outpatient, inpatient, substance use office visit, substance use outpatient, and substance use inpatient.
Employees pay 0% in-network, 40% out-of-network.
Cobra provides employees and their dependents with the right to continue coverage under their current health and dental plan if terminated or other changes occur which result in the loss of coverage.
- Premiums are paid 100% by the ex-employee
- EE is eligible for 18 months of coverage
- Dependents eligible for 36 months
- EE coverage as of 2022 is $740 monthly
- EE+ spouse $1629.84 monthly/medical
- EE+ children $1370.65/monthly medical

Your home and work life impacts your health. The City's Employee Assistance Program (EAP) - provided through CIGNA, offers access to work/life resources, and licensed clinicians. EAP is confidential, free, and available 24/7 by just calling 1.800.554.6931
EAP can help you cope with a wide variety of concerns, from family and financial issues to substance use, emotional health, and stress. Services are also available to anyone in your household, and include:
- Emotional Health and Family Support: Learn how to manage stress, anxiety and depression, cope with illness and adjust to life changes. Also, get help with marriage and relationship issues.
- Home Life Referrals: Referrals for childcare, eldercare, adoption, pet care, home repair and more. Address parenting questions as well.
- Financial and Legal Assistance: Calls with financial consultants for help with debt, budget, identify theft, retirement and more. Get a no-cost, 1/2 hour consultancy per legal issue with a network attorney (employment-related matters excluded).
- Job and Career Growth: Get tips for growth, workplace stress and other issues.
In addition, Risk’s Benefits Division and HR’s Training and Development Unit, offer monthly online and in-person educational sessions promoting EAP and Mental Health resources.
The City of Miami Pension is handled by an outside agency called G.E.S.E. All classified employees are enrolled in the G.E.S.E pension program. You can find all information and forms on their website.
Certain appointed positions are considered "unclassified," and are not automatically included in the pension program. Nor are part-time or temporary/seasonal employees.
Executives who have elected not to be part of the Miami Pension Program may enroll in The City's 401k, which is employer matched.
Deferred compensation plan is an additional option for retirement savings. A deferred compensation plan allows you to contribute to a retirement account pre-tax. Any employee can enroll. It is not employer matched, but your contributions are done through payroll deduction, and the accounts are overseen by financial advisors. Employees can also contact these dedicated representatives with any investment questions.
Under the Public Service Loan Forgiveness (PSLF) Program full time City of Miami Employees may be eligible for student loan forgiveness. PSLF forgives the remaining balance on your Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer.
