Concierge Program

Are you experiencing challenges with your large-scale project and need assistance? The City of Miami has launched a Concierge Program to support large commercial or complex developments, affordable housing projects, City-led initiatives, and other high-profile projects that qualify for Special Area Plans and meet the program’s eligibility criteria.

How Can We Help?

Through our Expedited Plan Review program, we offer Overnight Expedited Reviews and Joint Plan Reviews to help accelerate the permitting process. These services are designed to reduce the number of review cycles, shorten overall review times, and keep your project moving forward. 

For Concierge projects, we provide tailored permitting support that takes into account each project’s unique challenges, specific needs, and critical deadlines — all with the goal of driving efficient progress and timely completion. 

Who Qualifies? 

To be eligible for Concierge Services, your project must meet one the following criteria: 

  • A commercial development of at least 20,000 square feet that involves notable complexity or time-sensitive milestones, 
    OR 

  • A commercial project governed by a Special Area Plan (SAP) that includes an expediting clause. 

NOTE: To initiate Concierge Services, your building permit application and plans must be submitted, and all applicable fees must be paid.

Affordable Housing Permitting Assistance 
Our team is dedicated to facilitating and expediting the building permit process for affordable housing developments by serving as a direct liaison between developers, contractors, design professionals, City reviewers, and inspectors. We understand the importance of delivering affordable housing units to the community efficiently, and our focus is on providing responsive, hands-on support throughout every stage of the project. Our team works alongside project stakeholders to help navigate challenges, streamline communication, and keep projects moving forward.
In addition to supporting private affordable housing developments, our office also oversees and expedites permitting for City-sponsored affordable housing initiatives.

What We Provide

(These services are FREE for all qualifying Affordable Housing Developments)

  • Dedicated affordable housing permit coordinators assigned to your project
  • A designated team of reviewers prepared to prioritize and review affordable housing developments
  • Direct communication and access to reviewers, inspectors, and City staff
  • Ongoing support throughout plan review, permitting, inspections, project milestones, and project completion
  •  Joint Plan Review meetings which allow project teams to meet directly with City reviewers to discuss review comments, resolve issues collaboratively, and identify solutions early in the process. These meetings help reduce delays, improve coordination between disciplines, and accelerate approvals.
  • Assistance navigating permitting requirements, review comments, and interdepartmental coordination
  • Responsive communication and proactive issue resolution
  • Guidance for teams that are new to the affordable housing development process

Expedited Plan Review
  • An Expedited Plan Review is one that takes place outside of The City's normal regular hours.  Expedited plan reviews can be requested for the following disciplines: Building, Electrical, Mechanical, Plumbing, Structural, Flood Plain, Environmental Resources, Planning, Zoning, Resilience & Public Works and Code Compliance.
Joint Plan Review  
  • Collaborative meetings with City staff and design professionals to resolve comments and align across departments. Free for qualifying Affordable Housing projects.

  • How do I know if I qualify for a Joint Plan Review/ Expedited Overnight Review? 
    • You must have a commercial project of over 20,000 sq. ft., and have completed one cycle of reviews.
      • Shop drawings/additional plans, and revisions qualify on the first cycle of review.
