Register as a Permit Expediter

Are you a permit expediter working on projects in The City of Miami? Permit expediters must now be registered with The City and provide proof of a valid Business Tax Receipt/Occupational License for themselves or their company, pursuant to City of Miami Ordinance 14279.  There is no cost for registration.

  • The registration process takes approximately 2-3 business days.
  • Permit Expediters currently providing expediting services within The City are required to register by 09/30/24. A grace period has been instated extending our compliance deadline to December 31st, 2024.
  • Expediters new to the City may register at any time but must do so prior to initiating a project within our jurisdiction. 

Steps

Provide Business Tax Receipt (BTR)/Occupational License

You will need to provide proof of a valid Business Tax Receipt (BTR) or Local Business Tax Receipt (LBT)

If you are a self-employed individual, you are not required to establish a corporation or other business entity, however, self-employed individuals are not exempt from obtaining a BTR or LBT and must follow the same rules as an incorporated business for tax receipt purposes for the jurisdiction in which the business is located.For home-based businesses, your business address is your home address.

IF THE BUSINESS ADDRESS IS IN THE CITY OF MIAMI
  • Provide proof of a valid City of Miami BTR
  • Also provide proof of a valid Miami-Dade County Local Business Tax receipt (LBT)
IF THE BUSINESS ADDRESS IS WITHIN MIAMI-DADE COUNTY BUT OUTSIDE OF THE CITY OF MIAMI
  • If the business located in unincorporated Miami-Dade County, you will need to provide the County issued LBT (LBT)
  • If the business is located in another municipality within Miami-Dade County you will need to provide the LBT from both that city, if they issue LBT’s, and Miami-Dade County
IF THE BUSINESS ADDRESS IS ELSEWHERE IN THE STATE OF FLORIDA
  • Provide proof of a valid BTR or LBT in the jurisdiction in which the business is located.  If that location requires both a city and county LBT, then both will need to be provided.
IF THE BUSINESS ADDRESS IS OUTSIDE THE STATE OF FLORIDA
  • Provide proof of a valid City of Miami BTR
  • You will not need to provide valid proof of a Miami-Dade County LBT.

On May  9th, 2024, the City of Miami Commission passed an ordinance amending Chapter 10/Article I/Section 4 of the City of Miami Code, as amended, titled “Buildings/In General” to create Division 1 titled “Building Code,” adding the Florida Building Code and certain amendments thereto and creating Division 2, titled “Building Administration, fees, waivers, contractor and emergency requirements.” This Bulletin is specific to requirement 10-5(k)(5) “Permit Expediters.” For convenience, the full text of this section in the native format of the Florida Building Code is reproduced herein as follows:

105.6.5  Permit expediters.   Independent agents and/or personnel hired by the fee owner, the fee owner’s contractor, the fee owner’s design professional, or any other person in connection with the project may initiate an application for permit,  submit all documentation for review by the enforcement agency, and pursue the processing of the application in accordance with the provisions of this section. The building official shall establish a system of registration for permit expediters, requiring that they provide all relevant contact information and proof of valid Business Tax Receipts from the City of Miami and Local Business Tax Receipts from Miami-Dade County as required by law. There shall be no charge for registration of permit expediters. Permit expediters operating within the jurisdiction shall be registered prior to engaging in any business activity in connection with the processing of a permit through the building department.

The building official is authorized to establish operational and ethical guidelines for expediters. Permit expediters shall not:

1.   Act as a surrogate for registered design professionals in discussions of technical matters.

2.   Submit documents known or suspected to be falsified or otherwise deficient in content, formatting, and/or completeness.

3.   Offer any form of compensation, incentive, or gift to Department personnel in exchange for preferential treatment as prohibited by law.

4.   Engage in tactics designed to bypass the Department’s normal sequence of priorities in the processing of applications and permits.
