Urban Development Review Board (UDRB)

The purpose of the Urban Development Review Board (UDRB) is to review and recommend approval, approval with conditions or denial of projects within certain zoning districts as per Section 5.6.4.d, Section 7.1.1.2.10 and Appendix A of the Miami Zoning Code (Miami 21), based on the urban quality, compatibility and contribution to the architectural and social fabric of the City.

Requirements

Projects that include any of the following components are required to be considered by the UDRB:

Article 5, Section 5.5.4 Parking along a Primary Frontage in the T5 extending into the Second Layer above the first Story by Waiver with an art or glass treatment of a design
Article 5, Section 5.6.4 Parking along a Primary Frontage in the T6 that extends into the Second Layer above the first Story by Waiver with an art or glass treatment of a design
Article 6, Table 13 Public Storage Facilities in the D1 and D2 transect zones
Article 7, Section 7.1.1.2.a.2 My project exceeds 200,000 square feet
Article 7, Section 7.1.1.2.a.2 The Planning Director deemed it necessary
Appendix E, Article 5, Section 5.6.4.a It has above ground parking that extends into the Second Layer by SAP Permit, with an art, glass treatment or Architectural Treatment
Appendix E, Article 7, Section 7.1.2.a.1.i My SAP Permit application involves a project in excess of two hundred thousand (200,000) square feet of floor area
Appendix F, Article 3, Section 3.3.6 My Gallery, Cantilever or Arcade has within the First Layer in Established Setback Areas and encroaches into the Public Right-of-Way by SAP Permit
Appendix F, SAP 2.3, Article 5, Section 5.4.2. My project is In T4 and has an Arcade, Gallery or Cantilever or the addition of any Habitable Space above an Arcade or Cantilever requires an SAP Permits
Appendix F, SAP 2.3, Article 5, Section 5.4.5.b I'm requesting a reduction to provide between twenty-nine percent (29%) to a minimum of fifteen percent (15%) glazing
Appendix P, Article 2, Section 2.4.a My Project is within the NRD-2 boundaries in excess of 200,000 square feet of total Floor Area, and for specific design review including but not limited to art or architectural treatment of parking in the 2nd layer, or Development exceeding maximum lot area standards or maximum floorplate length.

How to Apply for UDRB Approval

Meeting Dates/Submittals

The UDRB meets the third Wednesday of every Month (except August) at 2:00pm at the City Hall Chambers, 3500 Pan American Drive, Coconut Grove. Meeting times may vary based on agenda requirements.

The Project Architect or designee shall be present at the time of the submittal and prepared to respond technical questions regarding the project being submitted. The UDRB Liaison and other staff from the Planning & Zoning Department will review submittals, and, if accepted, the applicant shall provide payment to the Planning and Zoning Department.

The Planning and Zoning Department reserves the right not to place items on the UDRB agenda if an application is found to be incomplete or if sufficient progress towards addressing provided comments has not been achieved. Please refer to the following minimum requirements and documentation that shall accompany applications.
