With more than 25 years of service in Miami Fire-Rescue, Assistant Fire Chief Grant Musser leads the Division of Emergency Management as the City’s Emergency Manager. His operational and leadership background includes assignments as Deputy of Training, Fire Department Safety Officer, Urban Search and Rescue Program Manager, and Executive Officer to the Fire Chief.
As a FEMA US&R Task Force Leader, he has responded to major hurricanes nationwide and served as Lead Operations Task Force Leader during the Surfside building collapse. These experiences shape his commitment to public safety and resilience. He holds a Master of Arts in Disaster Management and a Bachelor of Arts in Organizational Leadership.
DEM coordinates disaster planning, preparedness, response, recovery, and mitigation for all City departments. We manage the City’s Comprehensive Emergency Management Plan (CEMP) and direct activation and operations of the Emergency Operations Center (EOC), ensuring continuity of City services and unified coordination during emergencies.
Effective emergency management depends on strong partnerships. DEM works closely with City departments; Miami-Dade County; state and federal agencies; academic institutions; and community organizations to strengthen Miami’s readiness. From hurricane preparedness and King Tide impacts to major events and long-term disaster recovery, our mission is consistent: protect lives, safeguard property, and support a resilient community.
