Bike Master Plan

In Spring 2021, funding was approved via a grant for The City to begin work on a new Bike Master Plan. Information, surveys, and feedback we collected. In 2026, The City adopted an updated Bicycle Master Plan to guide the expansion of a safe, connected, and equitable bicycle network citywide. Building on the original plan, this update establishes a long-term vision to deliver a high-quality, low-stress network that connects neighborhoods, schools, parks, businesses, and transit.

 

The plan focuses on creating a comprehensive grid of bicycle facilities using context-sensitive design, prioritizing protected bike lanes, traffic-calmed neighborhood streets, and shared-use paths. Improvements are tailored to available right-of-way while maintaining access and enhancing safety for all users.

Key priorities include:

  • Expanding safe, connected routes across all neighborhoods, with an emphasis on equitable access
  • Improving first- and last-mile connections to transit and major destinations
  • Enhancing safety through protected facilities, traffic calming, and Vision Zero principles
  • Supporting pedestrian priority areas and complete streets design
  • Increasing access to secure bicycle parking and mobility options

Adopted by City Commission resolution, the plan aligns with City initiatives such as Complete Streets, climate resilience, and mobility equity, and establishes a phased implementation strategy with measurable performance targets.

Priority Bicycle Improvements (First 5 Years)

As part of the Bicycle Master Plan a set of priority projects targeted for advancement within the first five years following adoption was identified. These projects represent the City’s highest-impact opportunities to quickly expand safe, connected bicycle facilities across key corridors and neighborhoods.

While many projects from the full plan may advance as funding and opportunities arise, this priority list highlights near-term focus areas to guide early implementation and investment.

The priority program focuses on:

  • Delivering early network connectivity between major destinations, neighborhoods, and transit
  • Implementing protected bicycle lanes, shared-use paths, and bike boulevards where they will have the greatest safety and mobility benefits
  • Advancing projects that are feasible in the near term, including those that leverage existing right-of-way and planned roadway improvements

The priority improvements are presented in two formats below for easy reference:

  • Priority Project Map: A visual overview of priority corridors, showing how these projects connect across the city and integrate with existing and planned bicycle infrastructure.

Together, these tools establish a clear near-term roadmap while supporting continued implementation of the broader Bicycle Master Plan network.
