Community Development Block Grant (CDBG-CDFA 14.218),
Emergency Solutions Grant (ESG-CDFA 14.231) and Housing
Opportunities for Persons with AIDS (HOPWA-CDFA 14.241)

The City of Miami is seeking Proposals through this Notice of Funding Availability (NOFA) for interested not-for-profit organizations to serve as subrecipients (CDBG/ESG) or project sponsors (HOPWA) to carry out eligible activities supporting the City’s Annual Action Plan goals and objectives for FY2021 (October 1, 2021 through September 30, 2022). The City will issue two separate Request for Proposals (RFPs) on Friday, February 5, 2021, 9 a.m., to allocate funds from the US Department of Housing and Urban Development (HUD), specifically CDBG, ESG and HOPWA funds. The two RFPs are as follows: 1) Community Development Block Grant (CDBG) or Emergency Solutions Grant (ESG) funding and 2) Housing Opportunities for Persons with AIDS (HOPWA) funding. Both RFPs will be available at, linking to the web-based ZoomGrants application management system. The following are approximate amounts available for each program (pending HUD confirmation of awards): CDBG: $3,500,000; ESG $400,000, HOPWA $2,000,000.                                                                                                                                    

The City will hold one virtual workshop for each RFP, as indicated below, to allow potential applicants to address any RFP-related questions prior to the deadline. Attendees MUST pre-register online as indicated below to attend either, or both, virtual workshops. Once registered, they will receive a link to attend the virtual workshops.
