The City of Miami and District 3 Commissioner Rolando Escalona are proud to announce the start of the construction of the José Martí Park Adaptive Design Project in District 3.  This is an important project for its ecological resiliency component.  It includes a new seawall for sea-level rise mitigation, and it will serve as a model for future City of Miami projects on the Miami River.  The project is designed to provide a resilient urban infrastructure and a revitalized park space to improve the quality of life of our residents. 

The project is funded partly by the Miami Forever Bond (MFB), and through grants from Florida Inland Navigation District (FIND) and U.S. Department of Housing and Urban Development (HUD).

La Ciudad de Miami y el Concejal del Distrito 3, Rolando Escalona, se enorgullecen de anunciar el inicio de las obras del Proyecto de Diseño Adaptativo del Parque José Martí en el Distrito 3. Se trata de un proyecto importante por su componente de resiliencia ecológica. Incluye un nuevo dique (muro de contención) para mitigar la subida del nivel del mar y servirá de modelo para futuros proyectos de la Ciudad en el Río Miami (Miami River).  El proyecto está diseñado para proporcionar una infraestructura urbana resiliente y un espacio verde revitalizado con el fin de mejorar la calidad de vida de nuestros residentes. 

El proyecto está financiado en parte por el Miami Forever Bond (MFB) y mediante subvenciones del Distrito de Navegación Interior de Florida (FIND por sus siglas en inglés) y del Departamento de Vivienda y Desarrollo Urbano de EE. UU. (HUD por sus siglas en inglés). 

The City of Miami Office of Capital Improvements (OCI) conducted a study and design program for resiliency sea level risk mitigation to serve as a standard for future river side projects. The city exchanged information with community members to understand their priorities and needs as part of this redesign. The feedback focused on opportunities to support recreation, ecology, economy, and equity.

Recently, in May 2023, The Waterfront Alliance has officially confirmed that the José Martí Park project has achieved WEDG® (Waterfront Edge Design Guidelines) Verification, following a thorough documentation and review process. Developed by the Waterfront Alliance, the WEDG® program sets the gold standard for resilient, accessible, and ecologically sound waterfront design. Through this important WEDG® Verification, this project design in the City of Miami, District 3, is going above and beyond in waterfront resilience and risk reduction design. This project is part of the Miami Forever Bond (MFB) Sea-Level Rise and Flood Mitigation category.

Details of Phase I of the Project -- To start construction in September 2026:

WHAT IS THE JOSÉ MARTÍ PARK ADAPTIVE DESIGN PROJECT?

The City of Miami will provide strategic improvements to José Martí Park, providing a resilient urban infrastructure and a revitalized park space for the community to gather and recreate.  There are various components to this important project, including sea-level rise mitigation initiatives and access to the riverside: 

• New kayak ramp and improved riverwalk with access to the waterfront
• Living shoreline stabilization, stormwater drainage and high-tide resiliency
• Riverside docking deck, solar lighting, increased tree canopy, and enhanced landscaping and wild biodiversity
• New Seawall
• Drainage Improvements
• New Playground
• Security Cameras
• New Lighting
• Improve the quality of life through shared spaces for visitors and local neighborhood residents

CONSTRUCTION IS DIVIDED IN TWO PHASES:

Phase I:  The North area of the park will be closed for construction starting in September 2026.  The rest of the park will remain open for your enjoyment. The improvements will include all those elements described above. Anticipated completion time:  August 2028

Phase II: Some elements in the South area of the park will be improved once the North area is completed.  This is to retain maximum park use during construction.

Virtual Community Meeting: September 30th, 2020

Based on the feedback received at our first community meeting on February 19th, 2020, The City of Miami, District 3 Commissioner, the Department of Parks and Recreation and the Office of Capital Improvements (OCI) hosted a Virtual Community Meeting to share the project vision and concept of the Jose Marti Park Adaptive Redesign. The meeting was conducted in English and in Spanish. First, the information was presented in English, followed by a presentation in Spanish.

Community Meeting (February 2020):

Keeping engaged with the community about on-going projects is very important for the City of Miami Office of Capital Improvements, OCI.  As such, community meetings are being programmed to obtain feedback and share information with City residents.  Throughout the first semester in the year, we have exchanged information with the community on several projects.  In the resilience category, a community meeting took place for Jose Marti Park in February 2020, regarding the adaptive redesign for the park, with the objective of developing solutions that will strengthen the park’s resiliency to climate change and flooding.  This meeting included three interactive areas, allowing residents to provide their input and select elements of the plans for the upgraded seawall, kayak launch and landscaping improvements that are part of the Phase One of the project.

Parque José Martí - Diseño Adaptativo

 QUÉ ES EL PROYECTO DEL PARQUE JOSÉ MARTÍ?

La Ciudad de Miami llevará a cabo mejoras estratégicas en el Parque José Martí, proporcionando una infraestructura urbana resiliente y un espacio verde revitalizado para que la comunidad se reúna y disfrute de actividades al aire libre. Este importante proyecto consta de varios componentes, entre los que se incluyen iniciativas de mitigación del aumento del nivel del mar y acceso a la ribera:

• Nueva rampa para kayaks y paseo fluvial con acceso a la ribera
• Estabilización de la costa viva, drenaje de aguas pluviales y resiliencia ante las mareas altas
• Muelle junto al río, alumbrado solar, aumento de la cubierta arbórea con mejora del paisajismo y la biodiversidad silvestre 
• Nuevo muro de contención
• Mejoras del drenaje
• Nuevo parque infantil
• Cámaras de seguridad

LA CONSTRUCCIÓN ESTA DIVIDIDA EN DOS FASES:

FASE I: La zona norte del parque permanecerá cerrada por obras a partir de septiembre 2026. El resto del parque seguirá abierto para uso de la comunidad.  Las mejoras incluirán todos los elementos descritos arriba. Fecha prevista de finalización: agosto del 2028

FASE II: Algunos elementos de la zona sur del parque se mejorarán una vez finalizadas las obras en la zona norte. El objetivo es que el parque esté disponible para uso de la comunidad.
