In Miami-Dade, buildings that have been in existence for 30 years or longer (and for 25 years by the water) are required to be inspected to determine their general condition (thereafter, they are inspected again every ten years).

According to the Miami-Dade County code, buildings must undergo mandatory structural inspections (plumbing, roofing, etc.) and electrical safety inspections (indoor/outdoor lighting, electric panels, etc.).  This ordinance is mandated by Section 8-11 (F) of the Miami-Dade County Code

The City of Miami developed a program under the Office of Capital Improvements (OCI) to evaluate, prioritize and perform structural and electrical repairs, as well as other incidental work, to obtain this necessary building recertification.  City-owned structures in municipal, public safety and parks and recreation facilities that are required to meet this inspection are part of this on-going list.
