Requests for Proposals to be Issued February 6, 2023

The City of Miami is seeking Proposals through this Notice of Funding Availability (NOFA) for interested not-for-profit organizations to serve as subrecipients (CDBG/ESG) or project sponsors (HOPWA) to carry out eligible activities supporting the City’s Annual Action Plan goals and objectives for FY2023 (October 1, 2023 through September 30, 2024) and FY2024 (October 1, 2024 through September 30, 2025). The City will issue two separate online Requests for Proposals (RFPs) on Monday, February 6, 2023, 9 a.m., to allocate funds from the US Department of Housing and Urban Development (HUD), specifically CDBG, ESG and HOPWA funds. The two RFPs are as follows: 1) Community Development Block Grant (CDBG) or Emergency Solutions Grant (ESG) funding and 2) Housing Opportunities for Persons with AIDS (HOPWA) funding. The City reserves the right to use these RFPs for any future funding source received for services covered under said RFPs in FY2023/2024. Both RFPs will be available at, linking to the web-based ZoomGrants application management system. Attending the workshop(s) is not mandatory but encouraged. The following are approximate amounts available for each program (pending HUD confirmation of awards): CDBG: $3,500,000; ESG $400,000, HOPWA $2,000,000
