REFERENDUM 1

NOTICE OF REFERENDUM SPECIAL ELECTION
TO AMEND THE MIAMI CITY CHARTER
TO BE HELD ON TUESDAY, AUGUST 18, 2026
 IN THE CITY OF MIAMI, FLORIDA
PURSUANT TO RESOLUTION NO. R-26-0228

A Referendum Special Election will be held on Tuesday, August 18, 2026, from 7:00 A.M. until 7:00 P.M. in the City of Miami, Florida, at the polling places in the several Referendum Special Election precincts designated by the Supervisor of Elections of Miami-Dade County, Florida, as set forth herein, unless otherwise provided by law, and submitting to the qualified electors of the City of Miami, Florida, the following question:

“Shall the City Charter be amended to change the General and Runoff Elections from odd-numbered years to even-numbered years commencing in the years 2034 and 2036, and every four years thereafter, so the General Election is concurrent with any statewide or countywide election; modify the qualification period and clarify that the terms of office of those elected in the years 2031 and 2033 shall be reduced to 3 years due to said change?”

This Charter Amendment will amend Sections 4(b), 7 and 12 of the Charter to provide that all General Municipal Elections and Runoff Elections in the City shall be changed from odd-numbered years to even-numbered years beginning in the years 2034 and 2036 so the General Municipal Election coincides with any statewide or countywide election; amending the period for qualification and clarifying that the term of office for those elected in the years 2031 and 2033 general and run-off elections shall be reduced from a four (4) year term to a three (3) year term due to said change, and providing that upon approval of the electorate, the amendment will be immediately effective.

“¿Deberá enmendarse la Carta Constitucional de la Ciudad para cambiar las elecciones generales y las elecciones de segunda vuelta de años impares a años pares a partir de los años 2034 y 2036, y celebrarlas cada cuatro años a partir de entonces, de manera que las elecciones generales coincidan con cualquier elección estatal o condal; modificar el período de cualificación y aclarar que los mandatos de los cargos electos en los años 2031 y 2033 se reducirán a tres años debido a dicho cambio?”

Esta enmienda a la Carta Constitucional modificará los artículos 4(b), 7 y 12 de la Carta Constitucional para establecer que todas las elecciones municipales generales y las elecciones de segunda vuelta en la Ciudad dejen de celebrarse en años impares y se celebren en años pares a partir de los años 2034 y 2036, de manera que las elecciones municipales generales coincidan con cualquier elección estatal o condal; modificar el período de cualificación y aclarar que los mandatos de los cargos electos en las elecciones generales y de segunda vuelta de los años 2031 y 2033 se reducirán de cuatro (4) años a tres (3) años debido a dicho cambio y establecer que, de recibir la aprobación del electorado, la enmienda entrará en vigor de forma inmediata.

Notice is hereby given that a Special Election will be held on Tuesday, August 18, 2026, from 7:00 A.M. until 7:00 P.M. in the City of Miami, Florida, at the polling places in the several Special Election precincts designated by the Supervisor of Elections of Miami-Dade County, Florida, as set forth herein, unless otherwise provided by law, and submitting to the qualified electors of the City of Miami, Florida, the following question:

“Shall the City enter into a management agreement with Global Spectrum L.P. to activate and manage events at the Historic Miami Marine Stadium and Flex Park, 3501 Rickenbacker Causeway, Miami, FL, as follows:

• City receives 93% of gross sales of all events after deducting a $33,333 monthly management fee
• City receives 85% of sponsorship revenues
• 40 year term
• Global Spectrum to pay the City up to $10,000,000 towards the restoration of Historic Marine Stadium?”

This Ballot Question asks the electorate to approve a proposed management agreement between the City of Miami and Global Spectrum, L.P. ("Global Spectrum") for operation of the Miami Marine Stadium and Flex Park properties, 3501 Rickenbacker Causeway, with a proposed ten-year initial term and up to three additional ten-year renewals, a $10,000,000.00 capital contribution by Global Spectrum towards the restoration of the Historic Marine Stadium, and a compensation structure consisting of a $33,333 monthly management fee plus incentive fees of 7% of gross event revenues and food and beverage sales, and 15% of sponsorship and premium seating revenue to Global Spectrum, with all other revenues due to the City.

EARLY VOTING SITES AND SCHEDULE FOR THE

Early Voting for the August 18, 2026 Primary Election and City of Miami Referendum Special Election has been scheduled for the designated sites, dates, and times referenced below. City of Miami registered voters may choose to vote at any of the Early Voting sites on the dates and times in which they are open.   

During Early Voting you may vote at any of the Countywide Early Voting sites. For a list of Countywide Early Voting locations visit: https://www.votemiamidade.gov/elections/home.page

PLEASE PLEASE NOTE THAT MIAMI CITY HALL WILL NOT BE USED AS AN EARLY VOTING SITE DUE TO ITS LIMITED CAPACITY TO HANDLE THE LARGE TURNOUT EXPECTED FOR THE AUGUST 18, 2026 STATE OF FLORIDA PRIMARY ELECTION AND CITY OF MIAMI SPECIAL ELECTION. THE HISTORIC GARAGE LOCATED ON THE SAME PROPERTY AS THE FORMER MUSEUM OF SCIENCE WILL BE USED AS A REPLACEMENT SITE (SEE BELOW*). 

Early Voting sites located within the City of Miami include the following:

A secure ballot intake station (Vote-by-Mail Drop Box) will be available and staffed at each Early Voting location during Early Voting hours of operation.

When voting at any voting location, whether at an Early Voting site or on Election Day, be sure to bring a current and valid identification that contains your name, photograph and signature.  While it is not required that you bring your voter information card to the polling place, it will expedite your check-in process.

This Ballot Question asks the electorate to approve a proposed management agreement between the City of Miami and Global Spectrum, L.P. ("Global Spectrum") for operation of the Miami Marine Stadium and Flex Park properties, 3501 Rickenbacker Causeway, with a proposed ten-year initial term and up to three additional ten-year renewals, a $10,000,000.00 capital contribution by Global Spectrum towards the restoration of the Historic Marine Stadium, and a compensation structure consisting of a $33,333 monthly management fee plus incentive fees of 7% of gross event revenues and food and beverage sales, and 15% of sponsorship and premium seating revenue to Global Spectrum, with all other revenues due to the City.
