FOR THE PURPOSE OF ELECTING THE OFFICES OF
MAYOR WHO IS ELECTED CITYWIDE, AND TWO CITY COMMISSIONERS WHO ARE TO BE ELECTED FROM SINGLE MEMBER DISTRICTS 3 AND 5
Notice is hereby given that a General Municipal Election will be held on Tuesday, November 4, 2025 from 7:00 A.M. until 7:00 P.M. in the City of Miami, Florida, at the polling places in the several election precincts designated by the Miami-Dade County Supervisor of Elections, at which election the qualified electors participating therein will vote for the following municipal officers: Mayor who is to be elected citywide and two (2) District Commissioners who are to be elected from single member Districts 3 and 5. A Run-Off Election, if required, is to be held on Tuesday, December 9, 2025.
Candidate qualifying for the General Municipal Election will be held at the Office of the City Clerk, Miami City Hall, 3500 Pan American Drive, Miami, Florida, 33133 starting on Friday, September 5, 2025, and ending on Saturday, September 20, 2025. During this period, the Office of the City Clerk will be open Monday through Friday from 8:00 A.M. to 5:00 P.M., and on Saturday, September 20, 2025, from 8:00 A.M. to 6:00 P.M.
Qualifying fees for the Offices of Mayor and City Commissioner must be paid by a check drawn on the candidate’s campaign account and must be signed by the campaign treasurer or deputy treasurer. Qualifying fees are as follows:
- City Qualifying Fee for Mayor and City Commissioner: $100.00
- State Assessment Fee for Mayor: $970.00
- State Assessment Fee for City Commissioner: $582.00
While it is not required, it is respectfully requested that all prospective candidates please call, in advance, to set up an appointment for qualifying as a candidate. Appointments can be made by contacting the Office of the City Clerk via email at City-Campaigns@miamigov.com or (305) 250-5361.
Voter registration of persons desiring to vote in the General Municipal Election shall be in accordance with the laws of the State of Florida. Each person desiring to become a registered voter shall be responsible for properly filling out the registration form and submitting it to the Miami-Dade County Supervisor of Elections. Voters desiring to participate in the General Municipal Election by using a Vote-by-Mail ballot shall cast their Vote-by-Mail ballots in accordance with the provisions of the laws of the State of Florida. Please contact the Miami-Dade County Supervisor of Elections to ensure that your Vote-By-Mail ballot request has not expired. A request for a Vote-by-Mail ballot to be mailed to a voter must be received by the Miami-Dade County Supervisor of Elections no later than 5:00 P.M. on the 12th day before the election. La cualificación de candidatos para las Elecciones Generales Municipales tendrá lugar en la Oficina del Secretario de la Ciudad, en el Ayuntamiento de la Ciudad de Miami, ubicado en 3500 Pan American Drive, Miami, Florida, 33133, a partir del viernes 5 de septiembre del 2025 hasta el sábado 20 de septiembre del 2025. Durante este período, la Oficina del Secretario de la Ciudad abrirá de lunes a viernes, de 8:00 a. m. a 5:00 p. m., y el sábado 20 de septiembre del 2025, de 8:00 a. m. a 6:00 p. m.
Los honorarios de cualificación para los cargos de Alcalde y Comisionado de la Ciudad se deberán pagar con un cheque de la cuenta de la campaña del candidato, que tiene que estar firmado por el tesorero o el vicetesorero de la campaña. Los honorarios de cualificación se especifican a continuación:

“Shall the City Charter be amended to establish a Charter Review Commission and require the City Commission, within one year after each federal decennial census, to appoint a Charter Review qualified electors of the City to the Charter Review Commission to review the City Charter, hold public hearings for community input, and recommend Charter amendments to the City Commission?”
This Charter Amendment amends the Charter to establish a Charter Review Commission to be appointed within one (1) year after each decennial census, establishes member qualifications, duties, timeline, public-engagement and dissolution provisions, and requires the Charter Review Commission to review the Charter and recommend amendments to the City Commission.

This Charter Amendment will amend Section 29-B of the Charter to allow the City Commission, by a four-fifths vote, to approve the sale or lease of City-owned non-waterfront property when fewer than three proposals are received after public notice soliciting proposals, and further clarifies that any sale or lease of waterfront property will require voter approval.

Esta Enmienda a la Carta Constitucional modificará la Sección 29-B de la Carta a fin de permitir que la Comisión de la Ciudad, mediante un voto de cuatro quintos, apruebe la venta o el arrendamiento de propiedades de la Ciudad que no se encuentran frente al agua si se reciben menos de tres propuestas después de la publicación del aviso público con la solicitud de propuestas, y además aclara que cualquier venta o arrendamiento de propiedades frente al agua requerirá la aprobación de los votantes.

“Shall the City Charter be amended to provide that City Commission districts may not be drawn with the intent to favor or disfavor a candidate or incumbent, establish a Citizens' Redistricting Committee to draw districts after each census and when required by law, provide process for the Redistricting Committee to propose redistricting plans to the City Commission for final action, set Redistricting Committee members' qualifications, duties, term of office, and process for appointment and removal?”
This Charter Amendment amends the Charter to provide that City Commission districts may not be drawn with the intent to favor or disfavor a candidate or incumbent, establish a Citizens’ Redistricting Committee to draw districts after each census and when required by law, provide process for the Redistricting Committee to propose redistricting plans to the City Commission for final action, and sets Redistricting Committee members’ qualifications, duties, term of office, and process for appointment and removal.

A FIN DE ENMENDAR LA CARTA CONSTITUCIONAL DE LA CIUDAD DE MIAMI
El martes 4 de noviembre del 2025, de 7:00 a. m. a 7:00 p. m., tendrán lugar Elecciones Especiales para Referendo en la Ciudad de Miami, Florida, en los centros de votación de varios recintos electorales de Elecciones Especiales para Referendo designados por la Supervisora de Elecciones del Condado de Miami-Dade, Florida, como aquí se establece, a menos que la ley disponga otra cosa, en las que se presentará a los electores cualificados de la Ciudad de Miami, Florida, la siguiente pregunta:
“¿Deberá enmendarse la Carta Constitucional de la Ciudad para establecer que los distritos de la Comisión de la Ciudad no puedan delimitarse con la intención de favorecer o perjudicar a un candidato o un titular, crear un Comité Ciudadano de Redistribución de Distritos para delimitar los distritos después de cada censo y cuando lo exija la ley, establecer un proceso para que el Comité de Redistribución de Distritos proponga a la Comisión de la Ciudad planes de redistribución de distritos para su aprobación final, y definir los requisitos, las funciones, la duración del mandato y el proceso de nombramiento y destitución de los miembros del Comité de Redistribución de Distritos?”
Esta enmienda a la Carta Constitucional modificará la Carta a fin de establecer que los distritos de la Comisión de la Ciudad no puedan delimitarse con la intención de favorecer o perjudicar a un candidato o titular, crear un Comité Ciudadano de Redistribución de Distritos para delimitar los distritos después de cada censo y cuando lo exija la ley, establecer un proceso para que el Comité de Redistribución de Distritos proponga a la Comisión de la Ciudad planes de redistribución de distritos para su aprobación final, y definir los requisitos, las funciones, la duración del mandato y el proceso de nombramiento y destitución de los miembros del Comité de Redistribución de Distritos.

NOTICE OF REFERENDUM SPECIAL ELECTION
TO AMEND THE MIAMI CITY CHARTER
TO BE HELD ON TUESDAY, NOVEMBER 4, 2025
IN THE CITY OF MIAMI, FLORIDA
PURSUANT TO RESOLUTION NO. R-25-0244
A Referendum Special Election will be held on Tuesday, November 4, 2025, from 7:00 A.M. until 7:00 P.M. in the City of Miami, Florida, at the polling places in the several Referendum Special Election precincts designated by the Supervisor of Elections of Miami-Dade County, Florida, as set forth herein, unless otherwise provided by law, and submitting to the qualified electors of the City of Miami, Florida, the following question:
“Shall the City Charter be amended to provide that no person who has been elected or appointed two (2) times, excluding times when elected to fill a vacancy, to the office of Mayor or Commissioner shall be eligible for reelection to that office during their lifetime, that the term limits shall be measured retroactively from each elected official's first election or appointment, and that this amendment shall become effective immediately?”
This Charter Amendment will amend Section 4(b) of the Charter to provide that no person who has been elected or appointed two (2) times to the office of Mayor or Commissioner shall be eligible for reelection to that office during their lifetime, excluding times when elected to fill a vacancy, that the term limits shall be measured retroactively from each Elected Official’s first election or appointment, and that this amendment shall become effective immediately.
