What is the SAVE Program?
The SAVE (Stormproof Assistance and Value Enhancements) Pilot Program is a City of Miami initiative designed to encourage storm-safety and conservation improvements through reduced permit costs and expedited review.
For eligible applications, SAVE provides:
- 50% reduction of City building permit fees for qualifying improvements (applied automatically when eligible requirements are met).
- Expedited processing by using the City’s existing Easy Permit and Homeowner’s Express Review pathways.
Who is the Program For
The SAVE Pilot Program is be available for remodeling projects for single-family homes, apartments, condos, and duplexes located within the City of Miami when applying through the Easy Permit or Homeowner’s Express Review options. The SAVE Pilot Program is NOT ELIGIBLE for new construction.
NOTE: Program details may be refined during the pilot stage. This page will be updated as official program guidance is finalized. SAVE applies only to eligible stand-alone permits and eligible work items selected during the application process.
Confirm Eligibility
- Confirm that your property is located in the City of Miami using the GIS address verification tool below. Then confirm your planned work is a storm-safety or conservation improvement that may qualify under SAVE.
- IMPORTANT: On the GIS Address Verification tool website, click on the magnifying glass and type your address to see if you are within City of Miami boundaries. You may also confirm eligibility if your property's folio number begins with a "01."

Your planned work should fall into at least one of the following categories:
- Impact-resistant windows / doors (including low-E windows)
- Roof reinforcement or roof connection upgrades
- Flood-protection measures or living seawalls
- Energy-efficient HVAC and other qualifying equipment
- Insulation upgrades
- Low-flow toilets and water-saving fixtures
- Smart thermostat upgrades
How to Apply
Please make sure you are applying through the correct application process. Some permits will utilize the Easy Permit application option, while other permits will have to be submitted through the Homeowner's Express Review application pathway.
When To Use Easy Permit
Use the Easy Permit application process for Electrical, Mechanical Air, Plumbing, and Plumbing/Gas projects.

Use the Homeowner's Express Review process for Remodeling/Repairs, Building Roofing, and Demolition projects. IMPORTANT: Please be sure to review the checklist that applies to your project, which is available on that page).
Homeowner's Express Review
- The Save Pilot Program credit will be listed in the Estimated Fees for Master Permit.
