The Section 8 program is a federal housing assistance program funded by the U.S. Department of Housing and Urban Development (HUD). This program provides subsidized rental assistance to meet the housing needs of income qualified persons who apply during an advertised application period.
UPDATE: On July 29, 2016, the Housing Opportunity Through Modernization Act of 2016 (known as HOTMA) was signed into law, making numerous amendments to Sections 3, 8, and 16 of the United States Housing Act of 1937, including significant changes to income calculation, net family assets, and income reviews.
As issued on May 1, 2026, US HUD Notice PIH 2026-15 announced that January 1, 2027, would be the set date for compliance with HOTMA Sections 102 and 104, by all public housing agencies administering certain HUD programs inclusive of Section 8 Housing Choice Vouchers (HCV) and Moderate Rehabilitation.
- Section 102 of HOTMA addresses tenant income reviews, including the frequency of income reviews and revises the definitions of income and assets.

Please note, if a Sec. 8 tenant’s household income, or the people he/she lives with, changes between annual recertifications, the tenant must contact their Sec. 8 liaison as soon as possible. If the Sec. 8 liaison thinks the tenant’s household income will change by more than 10% (up or down), they may order an interim recertification before the tenant’s next yearly review.
