- DISCUSS AND PROPOSE A RESOLUTION OF THE MIAMI CITY COMMISSION, AUTHORIZING THE CITY MANAGER TO APPROPRIATE THE TOTAL AMOUNT OF FIVE HUNDRED THOUSAND DOLLARS AND 00/100 ($500,000.00) FROM AMERICAN RESCUE PLAN ACT OF 2021 (“ARPA”) PROGRAM INCOME, GENERATED FROM THE SALES PROCEEDS FROM PREVIOUS SALES OF INFILL TWIN/SINGLE FAMILY HOME UNITS LOCATED IN DISTRICT 5, FURTHER ALLOCATE PORTION OF THESE FUNDS IN THE AMOUNT OF FORTY-NINE THOUSAND, SEVEN HUNDRED EIGHTY-EIGHT DOLLARS AND 20/00 ($49,788.20) TO RJ SPENCER (“DEVELOPER,”) TO BE UTILIZE TO COVER SUPPLEMENTAL CONSTRUCTION COST FOR THE UNIT LOCATED AT 5445 NW 1 COURT, MIAMI, FLORIDA, CURRENTLY UNDER CONSTRUCTION. THE APPROPRIATION, ALLOCATION, AND USE, OF THE FUNDS REFERENCED HEREIN ARE SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS AND THE RECEIPT OF ALL NECESSARY APPROVALS, INCLUDING, BUT NOT LIMITED TO THE CITY ATTORNEY, AUTHORIZING THE CITY MANAGER TO MAKE ANY CHANGES TO ADJUST, AMEND, AND APPROPRIATE THE CITY’S OPERATING BUDGET, FIVE-YEAR FINANCIAL PLAN, STRATEGIC PLAN, MULTI-YEAR CAPITAL PLAN, AND OTHER DOCUMENTS AS NECESSARY AND APPLICABLE, PURSUANT TO THE PROVISIONS OF THIS RESOLUTION. DISCUSS AND PROPOSED A RESOLUTION ALLOCATING PROGRAM INCOME FROM HOME INVESTMENT PARTNERSHIPS (“HOME”) FUNDS GENERATED FROM OCTOBER 1, 2025 TO DECEMBER 31, 2025, IN THE AMOUNT OF FIFTY-NINE THOUSAND SIX HUNDRED FIVE DOLLARS AND NINETY-FOUR CENTS ($59,605.94) AND AN ADDITIONAL AMOUNT OF THIRTY-ONE THOUSAND SEVEN HUNDRED FORTY-NINE DOLLARS AND NINETY-NINE CENTS ($31,749.99) OF RECAPTURED FUNDS FOR A TOTAL AMOUNT OF NINETY-ONE THOUSAND THREE HUNDRED FIFTY-FIVE DOLLARS AND NINETY-THREE CENTS ($91,355.93), AS DESCRIBED BELOW:

DISCUSS AND PROPOSED RESOLUTION AUTHORIZING THE DISTRICT 5 COMMERCIAL FAÇADE AND CODE COMPLIANCE PROGRAM (“PROGRAM”); AS SPECIFIED IN EXHIBIT “A,” FURTHER AUTHORIZING THE TRANSFER OF UNALLOCATED COMMUNITY DEVELOPMENT BLOCK GRANT (“CDBG”) ECONOMIC DEVELOPMENT FUNDS, FROM FISCAL YEAR (“FY”) 2025-2026, IN THE TOTAL AMOUNT OF FIVE HUNDRED SEVENTY THOUSAND SEVEN HUNDRED FIFTY-FIVE AND 00/100 DOLLARS ($570.755.00) FOR THE PROGRAM.
* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.

The review and comment period begins on Tuesday, February 10, 2026, and ends on Wednesday, March 11, 2026. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, March 12, 2026.
