Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the city program(s) as indicated below: * †
- DISCUSS AND PROPOSE RESOLUTION ALLOCATING ADDITIONAL FUNDS FROM THE DISTRICT 5 COMMISSIONER’S SHARE OF THE FUNDS APPORTIONED BETWEEN THE FIVE (5) COMMISSION DISTRICTS PURSUANT TO THE ANTI-POVERTY INITIATIVE FORMULA FOR THE COMMISSIONER OF EACH DISTRICT IN A TOTAL AMOUNT NOT TO EXCEED FIVE HUNDRED THOUSAND AND 00/100 DOLLARS ($500,000.00), WHICH INCLUDES A 10 PERCENT ADMINISTRATION FUNDS FOR THE DISTRICT SPONSORED “DISTRICT 5 SENIOR RENTAL ASSISTANCE PROGRAM” (“PROGRAM”); FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, SUBJECT TO APPLICABLE REQUIREMENTS OF ALL FEDERAL, STATE, AND LOCAL LAWS, INCLUDING THE CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, AND CODE OF THE CITY OF MIAMI, AS AMENDED, ALL IN FORMS ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE; THE USE, ALLOCATION, AND APPROPRIATION OF THE FUNDS REFERENCED HEREIN ARE SUBJECT TO ALL FEDERAL, STATE, AND LOCAL LAWS THAT REGULATE THE USE OF SUCH FUNDS AND THE RECEIPT OF ALL NECESSARY APPROVALS, INCLUDING, BUT NOT LIMITED TO THE CITY ATTORNEY.
- DISCUSS AND PROPOSE RESOLUTION REQUIRING A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, FOLLOWING AN ADVERTISED PUBLIC HEARING, RATIFYING AND APPROVING THE CITY MANAGER’S FINDING, ATTACHED HERETO AS ATTACHMENT “B,” THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI (“CITY”), PURSUANT TO SECTION 29-B(A) OF THE CITY CHARTER AND SECTION 18-182(C) OF THE CITY CODE; WAIVING SUCH REQUIREMENTS; AUTHORIZING THE CITY MANAGER TO TRANSFER, SUBJECT TO RESTRICTIONS AND AUTOMATIC REVERTER PROVISIONS, THE CITY-OWNED PARCEL LOCATED AT 1624 NW 1 COURT, MIAMI, FLORIDA, AS DESCRIBED IN ATTACHMENT “A,” TO L’HEURE PRODUCTIONS, INC., A FLORIDA NOT-FOR-PROFIT CORPORATION (“DEVELOPER”); APPROPRIATING ONE HUNDRED SEVENTY-FIVE THOUSAND DOLLARS ($175,000.00) FROM THE DISTRICT 5 COMMISSIONER’S SHARE OF FUNDS, CONDITIONED UPON APPROVAL OF THE PROJECT BY THE CITY’S HOUSING AND COMMERCIAL LOAN COMMITTEE (“HCLC”) AND COMPLIANCE WITH ALL TERMS AND CONDITIONS SET FORTH THEREIN; SAID FUNDS TO BE USED FOR THE DEVELOPMENT OF A DUPLEX CONSISTING OF TWO (2) TWO-STORY SINGLE-FAMILY RESIDENCES AS AN AFFORDABLE HOUSING PROJECT.
* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.

The review and comment period begins on Tuesday, December 23, 2025, and ends on Tuesday , January 6, 2026. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, January 8, 2026.. Draft copies of the agenda items will be available at the City of Miami Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address).
