These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Miami Department of Resilience and Public Works.

REQUEST FOR RELEASE OF FUNDS

On or about 5/2/2025 the City of Miami Department of Resilience and Public Works will submit a request to the FloridaCommerce for the release of the U.S. Housing and Urban Development (HUD) Community Development Block Grant Mitigation (CDBG-MIT) program funds under Title I of the Housing and Development Act [1974], as amended, to undertake a project known as Southwest Wynwood Flood Improvements Project for the purpose of  roadway improvements that will help mitigate against local flooding, land erosion and pollution, with an estimated funding of $31,698,775, and located within the project boundaries as follows north end of NW 28th Street, east boundary along NE 3rd Avenue, south boundary at NW 17th Street, west boundary consisting of NW 5th Place, NW 21st Street, and NW 5th Avenue.

FINDING OF NO SIGNIFICANT IMPACT

The City of Miami Department of Resilience and Public Works has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Miami Department of Resilience and Public Works at 444 SW 2nd Avenue, 8th Floor, Miami, FL 33130; via jromero@miamigov.com or (305) 416-2074 and may be examined or copied weekdays 9 A.M to 4 P.M.


PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Miami Department of Resilience and Public Works; attention to Javier Romero at jromero@miamigov.com. All comments received by May 1, 2025 will be considered by the City of Miami Department of Resilience and Public Works prior to authorizing submission of a request for release of funds.  Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Miami Department of Resilience and Public Works certifies to FloridaCommerce that Arthur Noriega V in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied.  Department of FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Miami to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

FloridaCommerce will accept objections to its release of fund and the City of Miami Department of Resilience and Public Works’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Miami Department of Resilience and Public Works; (b) the City of Miami Department of Resilience and Public Works has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to FloridaCommerce, Office of Long-Term Resiliency at 107 East Madison Street – MSC 400, Tallahassee, Florida 32399-6508.  Potential objectors should contact FloridaCommerce to verify the actual last day of the objection period.

Project Scope:

Design and construction of stormwater infrastructure and associated roadway improvements including force mains, injection wells, pump station, new and upsized stormwater inlets and pipes, gravity wells, exfiltration trenches, roadway reconstruction, milling and resurfacing, curbs and gutters, ADA ramps, and signage and pavement markings. This project may also include a requested Joint Participation Agreement (JPA) with the Miami-Dade Water and Sewer Department (MDWASD) for installing an 8-inch water main, water services, and fire hydrants.

Project Cost Estimate:

$31,698,773

Project Benefits and Impacts:

The project will help alleviate localized flooding experienced by the community.

  • Number of properties impacted: Total = 861 (618 Residential and 243 Non-Residential)
  • Total property value protected: $1B

Project Boundaries:

The project limits are bounded by NW 28 Street on the North, NW 17 Street to the South, NW 5 Place to the West, and NW 3 Avenue to the East.

Road Closures:

Some road closures may occur during construction but will be sequenced appropriately to minimize disruption to the residents.

Estimated Construction Timeline:

  • Estimated Construction Start: Winter 2027
  • Estimated Construction End: Fall 2029
