On March 14, 2023, the City of Miami Commission approved the Citywide Stormwater Master Plan, a visionary blueprint crafted to enhance stormwater infrastructure, combat flooding, and improve water quality. Developed through collaboration with CDM Smith, SRS Engineering, Brizaga, MRG, MAGBE Consulting, Anfield Consulting and CES Consultants Inc., the plan integrates cutting-edge modeling tools and scientific projections. Guided by past and present city leadership, it symbolizes Miami's commitment to resilience and foresight. This historic decision underscores Miami's proactive stance in confronting environmental challenges, heralding a new era of innovation and preparedness in safeguarding the city against the unpredictable forces of nature.

Comprehensive Stormwater Master Plan Status Report No. 1

  • Notice to Proceed issued on May 17, 2018
  • The kickoff meeting (Meeting No. 1 of 12 scoped bi-monthly meetings) was held on May 17th, 2018 at the City. Meeting minutes, action items, and presentation materials were distributed to attendees.
  • Data Sources Reviews - Review of applicable data sources are in progress. Documents are being identified and logged.
  • Existing Stormwater System Data Review - Initial meetings with City Staff and data overview analysis is being coordinated.
  • Tidal Boundaries - Tidal boundary data for the analysis is being gathered.
  • Stormwater GIS Creation -
    • Records Research and Data Acquisition - process workflow plan is in development.
    • Geodatabase Design - The stormwater geodatabase development is in progress based on industry standards. A coordination Meeting with City 1/T and GIS departments is being planned.

 

Comprehensive Stormwater Master Plan Status Report No. 2

  • Storm water GIS Creation -
    • Records Research and Data Acquisition -process workflow plan has been
    • developed.
    • Geodatabase Design -The stormwater geodatabase development is completed in draft format and is being forwarded to the City for review for additional or special fields or attributes desired beyond that which is required for the storm water system. A coordination with City 1/T and GIS departments will occur at the next progress meeting in mid-July.
    • Stormwater GIS Development -GIS feature development is progressing as data as data is acquired:
      • Base mapping data is being created. Baseline survey control points are being identified for the surveyor for georeferencing of acquired data.
      • Incorporation and georeferencing of plan sheets is in progress.
      • Data transcription:
        • Plans and record drawing georeferencing of electronic information has commenced.
  • Existing Storm water System Data Review -
    • The initial meeting with City Staff for the data overview analysis was held on June 7, 2018.
    • Data transfers of required documents are in progress.

 

Comprehensive Stormwater Master Plan Status Report No. 3

  • Stormwater GIS Development - GIS feature development is progressing as data as data is acquired:
    • Base mapping data is being created. Baseline survey control points are being identified for the surveyor for georeferencing of acquired data.
    • Incorporation and georeferencing of plan sheets is in progress.
    • Data transcription:
      • Plans and record drawing georeferencing of electronic information has commenced.
      • Conveyance structures coding has not started pending georeferencing of record data.
      • Paper document record data scanning for archive has not started pending georeferencing of record data.
      • GPS and field survey data collection program is in the workflow coordination phase and has not started.
      • Aerial photogrammetry arrangements and coordination has commenced.
      • Bathymetric cross sections will commence pending canal cross section locations are identified.

 

Comprehensive Stormwater Master Plan Status Report No. 4

  • Data Sources Reviews - Review of applicable data sources are in progress. Documents are being identified and logged as they are identified.
  • Current LOS Analysis - Current level of service and at-risk analysis data is being gathered for analysis. Photos of flooding in various areas of the City were provided and were geolocated on the GIS for model calibration purposes.
  • Existing Storm water System Data Review -
    • The initial meeting with City Staff for the data overview analysis was held on June 7, 2018.
    • Data transfers of required documents are in progress.
  • Tidal Boundaries - Tidal boundary data analysis is complete.
  • Stormwater GIS Creation
    • Records Research and Data Acquisition - process workflow plan has been developed and is complete.
    • Geodatabase Design - The stormwater geodatabase development is completed in draft format and was provided to the City for review for additional or special fields or attributes desired beyond that which is required for the storm water system. The final database design file was delivered to the City (unpopulated) on August 30 for compatibility checks by the City I/T and GIS staff.
    • A separate coordination meeting with City 1/T and GIS departments was held on July 18th following the progress meeting. Additional GIS data sources were identified and are in the process of being transmitted by the City for inclusion in the geodatabase.
  • Storm water GIS Development- GIS feature development is progressing as data as data is acquired:
    • Base mapping data is in progress. Baseline survey control points are in progress by the surveyor for georeferencing of acquired data.
    • Incorporation and georeferencing of underground plan sheets is complete and is final in QA/QC.

 

Comprehensive Stormwater Master Plan Status Report No. 5

  • Stormwater GIS Development- GIS feature development is progressing as data as data is acquired:
    • Base mapping data is in progress. City-wide baseline survey control points are in progress by the surveyor for georeferencing of acquired data.
    • Incorporation and georeferencing of the underground plan sheets are complete. The Atlas Sheets, 8-sheets, Cash Project Sheets and survey book data is being geolocated as necessary.
  • Data transcription:
    • Plans and record drawing georeferencing of electronic information has commenced.
    • Aerial photogrammetry /LiDAR and Ground control is complete and was delayed by two weeks due to tropical storm Gordon.
  • FEMA Data Analysis - FEMA repetitive loss and MDC flood complaint records have been requested and GIS mapping is in progress as the data is gathered.
  • Flood Stage Monitoring Program - The City-wide flood stage monitors network analysis is in progress. The initial recommended station locations were provided to the City for review on August 9, 2018. Technical memorandum for technical details, mounting, gauge types, and exact locations are in progress.

  • Data Sources Reviews - Review of applicable data sources are in progress. Documents are being identified and logged as they are identified. 

 

Comprehensive Stormwater Master Plan Status Report No. 7

  • Stormwater GIS Creation:
    • A GIS coordination meeting was held on July 18th following the progress
    • meeting. Additional GIS data sources were identified and are in the process of being transmitted by the City for inclusion in the geodatabase.
    • A GIS database progress and update review meeting were held at the City on Friday, November 16, 2018. The draft database design was reviewed in detail and no further comments or modifications were received.
  • Stormwater GIS Development:
    • Base mapping data is in progress. City-wide baseline survey control points are in progress by the surveyor for georeferencing of acquired data.
    • Incorporation and georeferencing of the underground plan sheets is complete. The Atlas Sheets, B-sheets, Cash Project Sheets and survey book data is progress and being geolocated as necessary. The FOOT systems and MDC systems coding are in progress as they are received. This is a significant portion of the shared Primary system for the City and due to the volume of the information and they rate at which the outside entities can provide it, is now on the critical path for the project for information provided by outside sources.
  • Other Activities:
    • COM Smith has reviewed provided information on temporary and permanent measures for tidal flooding mitigation in the Shorecrest and Fairview neighborhoods.
    • COM Smith has provided information on maintenance practices for the silted slab covered trenches.
    • COM Smith has requested scopes for additional services from its public information subconsultant to increase the City's public awareness campaign.

  • Stormwater GIS Creation:
    • Records Research and Data Acquisition – process workflow plan has been developed and is complete.
    • Geodatabase Design – The stormwater geodatabase development is complete and was provided to the City for review for additional or special fields or attributes desired beyond that which is required for the stormwater system. The final database design file was delivered to the City (unpopulated) on August 30, 2018 for compatibility checks by the City I/T and GIS staff. This is the file that is being populated with system data.
    • A GIS database progress and update review meeting were held at the City on Friday, November 16, 2018. The draft database design was reviewed in detail and no further comments or modifications were received.
    • Georeferencing:
      • Incorporation and georeferencing of the Underground Plan Sheets is complete.
      • Incorporation and georeferencing of the Atlas Sheets is complete. Anew atlas sheet has been developed by CDM Smith for Virginia Key.
      • Incorporation and georeferencing of the B-sheets is essentially complete pending additional data discovery by the City.
      • Most of the Cache Project Sheets are still required to be transmitted by the City.
      • The Survey Book Data is in progress and being geolocated as necessary.
      • The FDOT systems coding is in progress as they are received. This is
      • a significant portion of the shared Primary Stormwater management System for the City and due to the volume of the information and they rate at which the outside entities can provide it, is now on the critical path for the project for information provided by outside sources.
      • The MDC systems coding are in progress as they are received. This is a significant portion of the shared Primary System for the City and due to the volume of the information and they rate at which the outside entities can provide it, is now on the critical path for the project for information provided by outside sources.

  • Project Meetings:
    • The project kickoff meeting (Meeting No. 1 of 12 scoped bi-monthly

    • Project Progress Meeting No. 1 (Meeting No. 2 of 12 scoped bi-monthly meetings) was held on July 18th, 2018 at the City. Action items and presentation materials were distributed to attendees.
    • Project Progress Meeting No. 2 (Meeting No. 3 of 12) was held on Wednesday October 3, 2018 art the City. Action items and presentation materials were distributed to attendees.
    • Project Progress Meeting No. 3 (Meeting No. 4 of 12) was held on Friday, November 16, 2018 at the City. Action items and presentation materials
    • were distributed to attendees.
    • Project Progress Meeting No. 4 (Meeting No. 5 of 12) was held on January 23, 2019. Action items and presentation materials were distributed to attendees.
  • Data Sources Reviews - Review of applicable data sources is complete. Documents have been identified for provision by the City and assistance in obtaining from other sources. Significant areas of missing data have been discovered which will need to be surveyed. City may have additional NPDES/MS4 data it has been collecting separately available for use.
  • Existing Stormwater System Data Review - Significant areas of the system are missing which will require survey. A time and cost impact analysis are in progress based on field activity progress. Corrective action plans consider additional survey crews from other sources assisting the team surveyor. The Data Gap analysis in progress will provide the status report for this issue.
  • Tidal Boundaries - Tidal boundary data analysis is complete.
  • Georeferencing of plan sheets:
    • 1. Incorporation and georeferencing of the Underground Plan Sheets is complete.
    • Incorporation and georeferencing of the Atlas Sheets is complete.
    • A new atlas sheet has been developed by COM Smith for Virginia Key.
    • Incorporation and georeferencing of the B-sheets is complete pending additional data discovery by the City. The City is deciding whether it wants the newly discovered sheets entered in to the GIS under this project.
    • The remainder of the Cash Project Sheets (recent dates) were transmitted by the City in January. The City is deciding whether it wants the additional sheets entered in to the GIS under this project.
    • The Survey Book Data is has proven to not be of much use due to age of the data. A few books were added to sample the validity of the data and geolocated as necessary.
    • The FOOT systems coding is in progress as they are received. This is a significant portion of the shared Primary Storm water management System for the City and due to the volume of the information and they rate at which the outside entities can provide it, is now on the critical path for the project for information provided by outside sources.
    • The MDC stormwater systems gathering, discovery, and coding are complete.

Comprehensive Stormwater Master Plan Status Report No. 10

    • Project Meetings - Project Progress Meeting No. 4 (Meeting No. 5 of 12) was held on January 23, 2019. Action items and presentation materials were distributed to attendees.
    • Data Transcription – As built received from the Wagner Creek/Seybold Canal Dredging Project and will be utilized for data analysis
    • FEMA Data Analysis – FEMA Repetitive Loss and Miami311 flood complaint records and GIS mapping is complete. City is encouraging the public to utilize the Miami311 app to report flooding concerns.
    • Stormwater Modeling Phase – The Shorecrest Area data collection is complete and is being assembled as a pilot test for the model creation data entry process.
    • Technical Memoranda – Data Gap Analysis report is in final draft
    • 60-Day Look Ahead

      • Continue PSMS discovery and data gathering using additional survey crews

      • Re-baseline and forecast of project schedule and impacts

      • Continue advancing the GIS data encoding

      • Advance the Pilot Project Area (Shorecrest)

      • Complete seawall data analysis and commence seawall ground survey for missing data.

      • Commence public information message and coordination meeting.

      • Complete stage gauge network TM with new technology added to report.
