3. DISCUSS AND PROPOSE RESOLUTION AUTHORIZING THE ACCEPTANCE OF THE PROPOSALS RECEIVED JULY 16, 2024, PURSUANT TO REQUEST FOR PROPOSALS ("RFP") NO. HCD 2024-01 FROM CAZO CONSTRUCTION CORP., A FLORIDA PROFIT CORPORATION ("CAZO"), AND RF CONSTRUCTION GROUP INC., A FLORIDA PROFIT CORPORATION (''RF CONSTRUCTION"); AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AGREEMENTS BETWEEN THE CITY OF MIAMI ("CITY"), CAZO, AND RF CONSTRUCTION (COLLECTIVELY, "DEVELOPERS"), FOR THE CONSTRUCTION OF SINGLE FAMILY AND/OR TWIN HOMES (COLLECTIVELY, "CONSTRUCTION") ON CERTAIN CITY-OWNED PARCELS OF LAND, AS A RESULT OF THE DEVELOPERS' RESPONSIVE AND RESPONSIBLE BIDS TO A RFP ISSUED MAY 31, 2024 BY THE CITY'S DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR THE CONSTRUCTION; ALLOCATING FUNDS FROM MIAMI FOR EVERYONE AND AMERICAN RESCUE PLAN ACT FUNDS (COLLECTIVELY, "FUNDS") FOR SAID PURPOSE; ALSO AUTHORIZING PART OF THE FUNDS TO BE USED FOR THE CONTINGENCIES.

DISCUSS AND PROPOSE RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A SITE ACCESS AGREEMENT, WITH THE MIAMI-DADE COUNTY DEPARTMENT OF REGULATORY AND ECONOMIC RESOURCES (MDC-RER), AND THE STATE OF FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION (FDEP), FOR THE PURPOSE OF ENVIRONMENTAL REMEDIATION OVERSIGHT ON A CITY OF MIAMI OWNED AND CONTAMINATED PROPERTY LOCATED AT 1199 NW 62 STREET, MIAMI, FL, 33150 (“SUBJECT PROPERTY”), AS A REQUIRED STEP FOR ENTERING INTO A BROWNFIELD SITE REHABILITATION AGREEMENT (BSRA) FOR REDEVELOPMENT OF A CONTAMINATED PROPERTY FROM ITS CURRENT STATUS AS A VACANT LOT, ALONG WITH SEVERAL OTHER ADJACENT VACANT LOTS, INTO AN AFFORDABLE/WORKFORCE RENTAL HOUSING MIXED-USE UNIT THAT WILL BE KNOWN AS YEAGER PLAZA (“DEVELOPMENT”), THUS LABELING THE BSRA AS YEAGER PLAZA GREEN.
* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.
† † This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins on Tuesday, February 11, 2024, and ends on Wednesday, March 12, 2025. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, March 13, 2025. Draft copies of the agenda items will be available at the City of Miami Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address). Comments to amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than March 11, 2025.
