Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the city program(s) as indicated below: * †

  1. DISCUSS AND PROPOSE RESOLUTION BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING, THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY") PURSUANT TO SECTIONS 29-B(A) OF THE CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED (“CITY CHARTER”), AND SECTION 18-182(C) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED (“CITY CODE”); WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; AUTHORIZING THE CITY MANAGER TO TRANSFER, WITH RESTRICTIONS AND AUTOMATIC REVERTER PROVISIONS, THE CITY-OWNED PARCEL OF LAND LOCATED AT 1240 NW 61 STREET, MIAMI, FLORIDA, (“PARCEL”), TO HOUSING PROGRAMS, INC. (“DEVELOPER"), FOR THE DEVELOPMENT OF AFFORDABLE HOMEOWERSHIP HOUSING PROJECT; FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE AN AGREEMENT AND ANY AND ALL OTHER NECESSARY DOCUMENTS, ALL IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO TRANSFER THE PARCEL TO THE DEVELOPER. 

* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.

† † This item(s) will be available for public comment and review for a period of no less than 15 days. The review and comment period begins on Wednesday, April 9, 2025, and ends on Wednesday, April 23, 2025. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, April 24, 2025. Draft copies of the agenda items will be available at the City of Miami Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address). Comments to amendment(s) must be submitted to: nancyromani@miamigov.com, Attn: Nancy Romani, and must be received no later than April 23, 2025. Interested individuals are encouraged to attend this Public Hearing. The meeting site is accessible to people with disabilities.
