Homeowner's Express Review

Are you trying to obtain a permit(s) for a small residential home improvement project? With Homeowner's Express Review, eligible projects like roof repairs, window placements, and driveway installations can be reviewed and approved on the same business day (please the see eligible list of items below). 

IMPORTANT: Please note that the Homeowner's Express Review service is a special process that does not apply to all applications. Some applications may not qualify for this expedited service. 

The goal of the Homeowner's Express Review service is to provide applicants with a response within one business day. However, the response may be sent on the following business day, depending on the time the application is submitted and any required revisions to documents and drawings. Keep in mind that weekends and holidays may affect the review process and response times. 

Once you apply through the Homeowner's Express Review, and you have uploaded all required documents and drawings, you have two expedited review options to receive same-day permit approval for your eligible project: 

  • IN-PERSON: Quick, in‑person review option (4th Floor, MRC).
  • ONLINE (REMOTE): Automatic through iBuild (when applying for allowed work items).

Confirm Eligibility

Homeowner Express Review is only available for specific types of residential projects, making it easier to complete common repairs and updates. Do not apply for an expedited review unless you're trying to complete an eligible project. These include:  

  • Roof Replacements and Repairs: Flat, metal, shingle, tile, and waterproofing roofs
  • Window and Door Replacements
  • Driveways and Paving: Concrete, asphalt, sealcoat, and paver driveways
  • Minor Interior Repairs: Kitchen, bathroom, or cabinet repairs
  • Interior Demolition: Non-structural
  • Fences, Walls, and Gates: Including wood, metal, and chain link fences, automatic and manual gates
  • Pool
  • Truss
  • Railings
  • Stairs

IMPORTANT: Properties with open code violations or in historic districts are not eligible for this service. 

Collect Documents

Please ensure you have all required documents, which you'll need to include in your application. All of your documents and drawings follow the City’s Naming Convention Standards to prevent delays in the process.  

Each project type has a unique required checklist, please see drop-downs below and use the appropriate checklist for your application. Additionally, applications need:

  • Signed and sealed plans in PDF format. 
  • Product approvals (if required), such as Notice of Acceptance (NOA) for roofing or windows. 
  • Completed application forms and any supporting documents specific to your project. 

Complete Application 

Once you've collected your documents, you will apply for expedited review process in iBuild.

IMPORTANT: To qualify for the same day review service, your application MUST be submitted by 10:00 AM.

  • Create an iBuild Account or log into the iBuild Portal to start a new application. 
  • Select Start Application in iBuild.
  • Select Homeowner's Express Review Application.
  • Search and select the project address.
  • Complete all necessary fields and follow the on-screen instructions. 

System Check: iBuild will automatically check for any open code violations or if the property is in a historic district. If your property does not meet eligibility criteria, you will receive a message with instructions on what to do next.  

Pay Upfront Fees

Your upfront fees will be invoiced after you have submitted the permit application. Complete any required fee payment through iBuild to activate your application for review.

Upload Documents

After completing your application, you will receive an email letting you know that you have to upload all required documents. For reference, your documents need to be uploaded through ProjectDox.

Await Feedback

After submitting your application and documents, the City’s review process will begin:  

  1. Pre-screening: A Permitting Coordinator will perform a quick initial review of your documents to ensure their completeness.  If minor corrections are needed, you will be notified and can update your revised documents in ProjectDox. 
  2. Same-Day Plan ReviewFast-Track Review: Each discipline (e.g., roofing, building, or zoning) will review your plans on the same day. If everything meets code standards, your permit will be approved on the same day you applied.  
  3. Corrections and Resubmission: If any issues are found in your documentation, you will receive a list of required corrections through the ProjectDox portal
  4. Cutoff Time for Resubmissions: To keep your application eligible for same-day review, resubmit any corrected documents by 12:00 PM. Any corrected documents resubmitted after the deadline, and applications requiring more than three rounds of review will be transferred to the regular permit review process.

Pull Permit and Permit Fees

After receiving your approval, you will need to pay any additional re-review fees so you can pull and print your permit card, which can be done online. Visit the Pull, Print a Permit page for detailed instructions. 

Schedule Inspections

With your Homeowner Express Review permit approved, you can begin your project immediately. Visit the Schedule a Building Inspection page for guidance. Once the work is completed, you must schedule any necessary inspections.

Receive Final Approval 

  • After passing all inspections, the City will issue a final approval, officially closing out your permit.
