Federal regulations governing CDBG, and other HUD programs require that a participating jurisdiction provide citizens with reasonable notice of and an opportunity to comment on any new allocation and/ or amendment of HUD programs. In addition, the public is advised of the new allocation(s)/ amendment(s) to the funding of the city program(s) as indicated below: *

  1. DISCUSS AND PROPOSE RESOLUTION APPROVING THE CITY OF MIAMI DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT’S AFFORDABLE HOUSING INCENTIVES STRATEGIES (“STRATEGIES”) AS RECOMMENDED BY THE AFFORDABLE HOUSING ADVISORY COMMITTEE (“AHAC”) AND AS REQUIRED BY SECTION 420.9076, FLORIDA STATUTES.

  2. DISCUSS AND PROPOSED RESOLUTION BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, PURSUANT TO SECTION 2-614 OF THE CODE OF THE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED (“CITY CODE”), WAIVING THE CONFLICT OF INTEREST PROVISIONS CONTAINED IN SECTION 2-612 OF THE CITY CODE TO ALLOW ALEXANDER AGUILAR, A CITY OF MIAMI ("CITY") EMPLOYEE TO BECOME A CITY VENDOR AS OWNER OF A PROPERTY LOCATED IN MIAMI DADE COUNTY, WHICH IS CURRENTLY RENTED TO A TENANT PARTICIPATING IN THE CITY’S TENANT-BASED RENTAL ASSISTANCE PROGRAM (“TBRA”), AND TO RECEIVE HOUSING ASSISTANCE PAYMENTS (“HAP”) AS LANDLORD UNDER A VALID EXISTING LEASE AGREEMENT.

  3. DISCUSS AND PROPOSE RESOLUTION ALLOCATING PROGRAM INCOME FROM HOME INVESTMENT PARTNERSHIPS (“HOME”) FUNDS GENERATED FROM APRIL 1, 2025 TO AUGUST 31, 2025, IN THE AMOUNT OF $391,748.40 AND AN ADDITIONAL AMOUNT OF $947,890.24 OF RECAPTURED FUNDS FOR A TOTAL AMOUNT OF $1,339,638.64, AS SPECIFIED BELOW:

DISCUSS AND PROPOSE RESOLUTION APPROVING AN AMENDMENT TO THE CITY OF MIAMI (“CITY”) LOCAL HOUSING ASSISTANCE PLAN (“LHAP”) POLICIES, ATTACHED AND INCORPORATED, FOR FISCAL YEAR (“FY”) 2022-2025, TO MODIFY THE SINGLE FAMILY EMERGENCY PROGRAM, SINGLE FAMILY REHABILITATION PROGRAM AND SINGLE FAMILY REPLACEMENT HOME PROGRAM.

 

7. DISCUSS AND PROPOSE RESOLUTION ALLOCATING ADDITIONAL FUNDS, USING THE SALE PROCEEDS INCOME GENERATED FROM THE SALES OF INFILL TWIN HOME UNITS LOCATED IN DISTRICT 1, IN THE AMOUNT OF $153,100.00 TO COVER THE PROJECT COST OVERRUNS.

 

8. DISCUSS AND PROPOSE RESOLUTION BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE, AFTER AN ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING, AND CONFIRMING THE CITY MANAGER'S FINDING, THAT COMPETITIVE NEGOTIATION METHODS AND PROCEDURES ARE NOT PRACTICABLE OR ADVANTAGEOUS FOR THE CITY OF MIAMI ("CITY") PURSUANT TO SECTIONS 29-B(A) OF THE CHARTER OF THE CITY OF MIAMI, FLORIDA, AS AMENDED (“CITY CHARTER”), AND SECTION 18-182(C) OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED (“CITY CODE”); WAIVING THE REQUIREMENTS FOR SAID PROCEDURES; AUTHORIZING THE CITY MANAGER TO EXECUTE A NINETY NINE (99) YEAR GROUND LEASE AGREEMENT (“LEASE”), RENEWABLE FOR AN ADDITIONAL 99 YEARS, BETWEEN THE CITY OF MIAMI (“CITY”) AND SG LITTLE HAVANA, LLC; (“DEVELOPER") ON THE CITY-OWNED PARCELS OF LAND.

DISCUSS AND PROPOSE RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ALLOCATE, UPON THE FULFILLMENT BY GALLERY AT WAGNER CREEK, LLC, A FLORIDA LIMITED LIABILITY COMPANY (“DEVELOPER”), OF ALL OF THE TERMS AND CONDITIONS SET FORTH IN THE COLLECTIVE MEMORANDA TO THE CITY OF MIAMI'S (“CITY”) HOUSING AND COMMERCIAL LOAN COMMITTEE, ATTACHED AND INCORPORATED AS COMPOSITE EXHIBIT “A”, FUNDING ON A REIMBURSEMENT BASIS IN AN AMOUNT NOT TO EXCEED FOUR MILLION EIGHT HUNDRED FORTY EIGHT HUNDRED THOUSAND EIGHTY DOLLARS ($4,848,080.00) FROM THE PROPOSED TRANCHE 2 MIAMI FOREVER AFFORDABLE HOUSING LIMITED AD VALOREM BONDS FOR THE AFFORDABLE HOUSING COMPONENTS OF A 27-STORY, MIXED USE COMMERCIAL AND RESIDENTIAL PROJECT TO BE LOCATED AT 1500 NORTHWEST 12 AVENUE, TO BE KNOWN AS “GALLERY AT WAGNER CREEK”, BEING DEVELOPED BY THE DEVELOPER; SUCH ALLOCATION TO BE IN COMPLIANCE WITH ALL APPLICABLE FEDERAL, STATE OF FLORIDA, LOCAL, AND CITY LAWS, RULES, AND REGULATIONS FOR AFFORDABLE HOUSING PROJECTS, INCLUDING BUT NOT LIMITED TO THE CITY’S AFFORDABLE HOUSING BONDS PROJECTS STRATEGIES, THE TRANCHE 2 AFFORDABLE HOUSING INTENT TO REIMBURSE RESOLUTION, AND THE TRANCHE 2 MIAMI FOREVER AFFORDABLE HOUSING LIMITED AD VALOREM BONDS; PROVIDING FOR AN EFFECTIVE DATE.

 

* The adoption of an Ordinance or Resolution by the City Commission, related to the proposed funding recommendation(s)/ amendment(s), authorizes the City Manager to draft/amend the appropriate City of Miami Action Plan.

† † This item(s) will be available for public comment and review for a period of no less than 30 days. The review and comment period begins on Tuesday, October 21, 2025, and ends on Wednesday, November 19, 2025. The proposed amendment(s) will be presented to the City Commission for approval on Thursday, November 20, 2025.. Draft copies of the agenda items will be available at the City of Miami Department of Housing and Community Development office located at 444 SW 2 Avenue, 9 Floor, Miami, FL 33130 (HCD Address).
