Passionate about serving the city’s residents, Steve Williamson is the Director of the Office of Capital Improvements (OCI) for the City of Miami. In this role, he oversees a team of architects, engineers and project managers in delivering more than 250 impactful projects valued at $650 million. Steve is also spearheading projects affiliated with the $400 million Miami Forever Bond.

Committed to serving the South Florida community, Steve is an instructor for Florida International University’s Center for Leadership, serves as a board member for Global Ties-Miami, and sits on the Advisory Council for United Way’s Mission United. Steve is the board president of the South Florida Defense Alliance, an organization he founded in 2016 with the mission to unite, champion and grow the defense community in South Florida.

Steve graduated from the University of Virginia’s McIntire School of Commerce. He earned master’s degrees from Webster University, Texas A&M University, and the U.S. Army War College. Steve earned an Executive MBA from the Kellogg School of Management at Northwestern University in 2018.

After serving in the US Army and retiring as a colonel, Steve is now committed to leading change and serving the South Florida community. He is transforming places across Miami into inspiring destinations. He strives to reinforce what is special about Miami with a forward-looking strategy, a strong identity, the right infrastructure and broad economic opportunities. He also serves as a board member for Global Ties-Miami, and sits on the Advisory Council for United Way’s Mission United. Plans, directs and implements the City of Miami's capital improvements program. Combining multiple sources of capital, bond and grant funding, leads a team of 65 architects, engineers and project/construction managers building over 250 impactful projects valued at $650 million for the citizens of Miami.

· Directs the City’s Capital Improvement Plan:

o Manages 250 active projects valued at $650 million and a forecasted five-year program of $3.1 billion intended to enhance the city’s roadways and right-of-ways; transportation network; parks, cultural, recreation, municipal, and public safety facilities; environmental conditions; and sea-level rise and flood mitigation infrastructure.

o Aligns capital improvements program with budget cycle to support city priorities and optimize project throughput

o Monitors, controls and reports active projects to ensure fiscal and schedule requirements, eliminate bottlenecks, and enhance visibility

o Pursues external appropriated, programmatic and grant matching funds to supplement and maximize city investments

o Complies with all supporting program funding compliance and reporting requirements

o Implements advanced enterprise systems to integrate construction management across all city functions

· Delivers Quality Projects:

o Delivering 250 active projects on scope, at cost and on schedule

o Emphasizes a client focus to provide essential services to Miami’s citizens and businesses

o Manages 12 professional services consulting pools to facilitate quality studies and project planning and design

o Selects, manages and oversees construction contractors to ensure quality, timely and cost efficient results

· Tells the Story:

o Develops and implements the capital improvement communications and engagement plan to raise awareness, enhance credibility, create excitement and encourage citizen and stakeholder engagement

o Manages the diverse operating environment - including politicians, residents, private sector, industry associations, civic groups, non-profits and academia – to increase program visibility and enhance the city’s image

o Creates and strategically releases messaging to reinforce the city’s value proposition and support multiple target audiences

o Effectively employs all forms of media to positively position the city and capital improvements activities

· Spearheads strategic capital initiatives transforming the city into a thriving community and inspiring destination:

o Forging ahead with the $400 million Miami Forever Bond to build a stronger, more resilient future for Miami. Over 20% complete on the 33 project, $58.7 million first tranche. Setting the conditions for a strategic launching of the second bond tranche following the vision of making an immediate impact, gaining momentum and delivering long-term solutions

o Finalizing the design to revitalize the iconic downtown Flagler Street to enrich the on-street experience, offer festival spaces, upgrade utilities, enable smart-city technology and stimulate economic growth and development

o Recently completed the I-395 Underdeck preliminary concept plan for a 33 acre signature open-space that reconnects the city’s urban core. The plan consists of a landscape and urban development plan and a business framework with supporting programming, operating strategy and governance structure to strengthen the local community and drive economic vitality

o Steering the 16 project Virginia Key implementation plan. Devising a business plan and integrated design to advance, yet conserve, the largest undeveloped piece of land in Miami into an eco-friendly destination park. Prominent projects include Miami Marine Stadium, Historic Virginia Key Beach Park civil rights museum, and a 118 acre recreation and athletic park

· Builds a Winning Team:

o Leads from the front, setting the example and acting as spokesperson for all city capital programs

o Attracts, recognizes and incentivizes talent

o Appropriately trains and equips staff to excel

o Integrates with leadership, politicians, fellow directors and inter-governmental agencies to coordinate plans and actions

o Creates and maintains influential relationships with key municipal, industry, civic, academic and private business leaders
