City Attorney Victoria Méndez

Ms. Méndez is Board Certified in City, County and Local Government Law by The Florida Bar. She joined the Office of the City Attorney in 2004 as the municipal prosecutor. She rose up the ranks as a Supervisor and then Deputy City Attorney.

Linette Aguirre

Ms. Aguirre joined the Office of the City Attorney in March 2022. Ms. Aguirre is an Assistant City Attorney in the Litigation and Appeals Division handling torts and other state law claims.

Xavier E. Albán

Xavier E. Albán is the Division Chief for Real Estate and Transactions at the City of Miami Office of the City Attorney. He is responsible for grants, public finance, budget, ethics, and compliance related matters. He also has experience handling matters relating to electric utilities, small cell wireless deployment, capital improvements, public works, and intellectual property.

Patricia Arias

Ms. Arias joined the Office of the City Attorney in June 2022 and is assigned to the Real Estate and Compliance Division where she handles building and unsafe structures issues for the Building Department.

Arlene Campos

Ms. Campos joined the Office of the City Attorney in June 2022 as an Assistant City Attorney. She is currently assigned to the Litigation and Appeals Division, with a particular focus on torts and other state law claims.

Bryan Capdevila

Mr. Capdevila joined the Office of the City Attorney in April 2022. He is assigned to the Litigation and Appeals Division, handling a wide range of substantive areas.

Rachel S. Glorioso Dooley

Ms. Dooley joined the Office of the City Attorney in January 2015 and is the Division Chief for the Land Development and General Government Division.

Eric J. Eves

Mr. Eves joined the Office of the City Attorney in September 2018. He is assigned to the Litigation and Appeals Division where he handles trial and appellate litigation in both state and federal courts.

Brandon L. Fernandez

Mr. Fernandez joined the Office of the City Attorney in October 2021. Mr. Fernandez is an Assistant City Attorney in the Litigation and Appeals Division handling litigation in State and Federal Courts in the areas of Government, Civil Rights, and Negligence.

Thomas M. Fossler

Mr. Fossler joined the Office of the City Attorney in April 2021. He is currently assigned to the Real Estate and Compliance where he handles public records and compliance issues.

Domini Gibbs-Sorey

Ms. Gibbs-Sorey joined the Office of the City Attorney in December 2017. She is currently assigned to the Land Use and Government Division handling grants, contracts, Community Redevelopment Agency matters, special projects, and legislative matters.

David Goehl

Mr. Goehl joined the Office of the City Attorney in November 2021 and is assigned to the Labor and Employment Division handling worker’s compensation matters.

John A. Greco

Mr. Greco is the Chief Deputy City Attorney. He is also Chief Appellate Counsel where he litigates and handles appeals in the areas of constitutional, governmental, land use, zoning, contract, tort, civil rights, labor and employment law. He is Board Certified by The Florida Bar in City, County and Local Government Law and in Appellate Practice.

Deanna Gross-Rasco

Ms. Gross-Rasco joined the Office of the City Attorney in 1994 to handle commercial litigation matters for the City including foreclosures, code enforcement, quiet title actions and lien litigation.

Elizabeth Hernandez

Ms. Hernandez joined the Office of the City Attorney in February 2022 and currently supervises the Public Records and Compliance Division. She currently handles code enforcement, nuisance abatement, land use, and quality of life matters along with related litigation.

Isiaa Jones

Ms. Jones rejoined the Office of the City Attorney in March 2022 and is assigned to the Real Estate and Compliance Division handling real estate and development matters.

Kevin R. Jones

Mr. Jones joined the Office of the City Attorney in June 2006. He currently serves as the Deputy City Attorney over the Litigation and Appeals Division.

William A. Juliachs

Mr. Juliachs joined the Office of the City Attorney in January 2007. He is currently responsible for defending the City in workers' compensation matters.

Amber L. Ketterer

Ms. Ketterer joined the Office of the City Attorney in June 2017 and is presently assigned to the Land Use and Government Division where she handles land use related matters.

Kerri L. McNulty

Ms. McNulty joined the Office of the City Attorney in November 2014. She is assigned to the Litigation and Appeals Division where she handles trial and appellate litigation in both state and federal courts and serves as the City's Senior Appellate Counsel.

Stephanie K. Panoff

Ms. Panoff joined the Office of the City Attorney in October 2014 and is presently the Division Chief for the Labor and Employment Division.

Raymond Pereira

Mr. Pereira joined the Office of the City Attorney in June 2023 as an Assistant City Attorney and is assigned in the Real Estate and Compliance Division. He currently handles affordable housing, community development, real estate, contracts, grants, and legislative matters.

Juan "J.C." Perez

Mr. Perez joined the Office of the City Attorney in October 2013 and serves as a Police Legal Advisor for the City of Miami's Police Department.

Jazmine Preston-O'Neill

Mrs. Preston-O'Neill joined the Office of the City Attorney in January 2020 and is presently assigned to the Litigation and Appeals Division.

Marguerite "Maggie" Snyder

Mrs. Snyder joined the Office of the City Attorney in October 2022 and is assigned to the Litigation and Appeals Division. Prior to joining the Office of the City Attorney, Mrs. Snyder was a Partner at a civil litigation law firm.

Maziel Sodre

Ms. Sodre joined the Office of the City Attorney in May 2023. She is currently assigned to the Public Records & Compliance division where she handles public records and compliance issues as well as torts, subrogations, and other state law claims.

Jihan Soliman

Ms. Soliman rejoined the Office of the City Attorney in March 2019. Ms. Soliman is assigned to the Land Use and Government Division and provides general representation on land use, platting, public works, and resilience matters.

Pablo R. Velez

On July 14, 2014, Mr. Velez joined the City of Miami Office of the City Attorney and is presently a Senior Assistant City Attorney assigned to the Real Estate and Transactions Division.

Kenny Vixama

Mr. Vixama joined the Office of the City Attorney in April 2023. Mr. Vixama is an Assistant City Attorney in the Litigation and Appeals Division handling torts and other state law claims.

George K. Wysong

Mr. Wysong joined the Office of the City Attorney in November 1994. He currently serves as the Deputy City Attorney over Land Use, Transactional, and General Government matters.
